Both he and Nick Clegg - the two most senior Liberal Democrats in the cabinet - have said the payments are offensive to taxpayers who bailed out the banking system. Our Political editor Michael Crick will be bringing us the latest from Liverpool later, and Kirsty will be speaking live to Cabinet Minister Chris Huhne.
